My thought has been that the point of the tax cuts, all the special favors to the wealthy, and the current give-aways to the banks, etc, are bribes or pay-offs to the wealthy to keep them here in this country. If the wealthy don't get these incentives they promote 'capital flight.' That is, their wealth flees to more sunny climes.

I am 71yo retired radiologist with recent diagnosis of prostate cancer in the so called ‘blind area’ of the prostate, namely midline apical or central zone. An area that is frequently missed on conventional ultrasound directed biopsies. Instead I chose targeted MRI guided biopsy using just 6 ’shots’ to make the diagnosis. Unfortunately rarely would the urologist or radiation oncologist recommend PROTON THERAPY unless it is available in their institution. Alas, there are less than a dozen in the whole nation and majority of the fellow patients I met found this only after intensive personal internet searches.Loma Linda Medical Center has the first of one such unit, starting in 1991 or so and has accumulated a total of 15,000 cases. Bob Markcini has written a book documenting his personal experience in great detail. Please look it up if you are faced with the difficult task of trying to decide.
